New York City Mayor Zohran Mamdani has announced a comprehensive review of the New York Police Department’s (NYPD) use-of-force policies, alongside new measures aimed at strengthening police accountability and improving transparency. The announcement, made on October 12, comes amid continuing debate over police conduct and disciplinary procedures following serious incidents involving officers. The administration said the review would examine the department’s existing policies and identify areas where changes may be necessary.

The initiative is expected to include community input and will mark the first comprehensive review of the NYPD’s use-of-force policies in a decade. As part of the reforms, the city will provide an additional $2.6 million to the Office of the Inspector General for the NYPD. The funding is intended to expand the independent oversight body’s staffing and strengthen its capacity to examine police practices and recommend improvements. The administration has also announced measures to address cases in which officers retire while disciplinary proceedings remain unresolved. Under the new procedures, the NYPD will introduce a notification system designed to help ensure disciplinary matters can be addressed before officers leave the department.

The measures follow scrutiny surrounding the fatal shooting of 19-year-old Win Rozario during a mental health crisis in Queens in March 2024. The case drew attention to the department’s handling of disciplinary proceedings after an officer involved in the incident retired before a disciplinary trial could take place. The controversy also raised questions about communication between the NYPD and the Civilian Complaint Review Board, which investigates complaints of police misconduct. The department acknowledged a failure to notify the board in time and apologised.

The latest changes are intended to improve coordination between police authorities and oversight agencies when officers leave the department with disciplinary charges pending. The NYPD will also formalise notifications to the New York State Division of Criminal Justice Services in relevant cases, supporting state-level decertification procedures where applicable. The city has further committed to improving transparency following serious police incidents. The measures include standardising the release of information and making final reports from the NYPD’s Force Investigation Division available to affected families or their representatives upon request.

Mamdani’s announcement comes as his administration faces pressure from criminal justice advocates to strengthen oversight and improve police accountability. Supporters say the review could help identify weaknesses in existing procedures, while critics have questioned whether the proposed measures will lead to meaningful improvements in public safety. Police representatives have also expressed concerns about the reforms, highlighting the ongoing debate over how to balance effective law enforcement with safeguards against unnecessary or excessive force.

The review is expected to examine the department’s existing practices, with community engagement forming part of the process. Its findings and recommendations will help determine whether further changes to NYPD policies, training and accountability procedures are needed. The administration has not yet released the final findings of the review. The impact of the announced measures will depend on their implementation and the department’s ability to apply the revised procedures consistently. The initiative represents a new effort by New York City officials to address concerns over police use of force, improve independent oversight and strengthen public confidence in law enforcement.
