Assam Chief Minister Himanta Biswa Sarma chaired a review meeting with District Commissioners from across the state at Lok Sewa Bhavan in Guwahati to assess preparations for Khel Maharan 3.0, the implementation of Mission Basundhara 4.0 and revenue-related issues concerning industrial estates. During Monday’s meeting, Sarma directed district administrations to ensure the smooth conduct of Khel Maharan 3.0, with competitions scheduled to begin at the Gaon Panchayat level on November 7. He also instructed officials to accelerate participant registration to encourage wider participation in the sporting event.

This edition of Khel Maharan will include a dedicated sports festival for children below 12 years of age. The initiative aims to identify promising young athletes and provide selected participants with appropriate training and monthly stipends to support their development. The state-level competitions will be held in Guwahati, where more than 9,800 athletes are expected to take part. The event will also feature large-scale opening and closing ceremonies.

The Chief Minister also reviewed the progress of Mission Basundhara 4.0, including workshops and preparatory outreach programmes being conducted in several districts. He directed the Revenue Department to complete the ongoing consultations at the earliest and ensure that unresolved land and revenue-related cases from previous editions are addressed under the latest phase of the initiative.

Emphasising the need for accessible public services, Sarma called on the Revenue Department and District Commissioners to make Mission Basundhara 4.0 simpler and more citizen-friendly. The meeting also reviewed the distribution of land pattas to residents of tea garden areas across Assam.

Discussions further focused on revenue-related challenges affecting industrial estates and areas, particularly the availability of land for new industrial projects. Sarma instructed District Commissioners to identify suitable land in their respective districts for the creation of a large industrial land bank to support future investments and accelerate industrial development.

Officials were asked to identify unused government land, examine encroached properties and explore opportunities to reclaim land through appropriate conservation measures. The proposed industrial land bank is expected to help meet the land requirements of upcoming projects and make it easier for industries to establish operations in Assam. Revenue and Disaster Management Minister Keshab Mahanta, Chief Secretary Ravi Kota, senior officials from the concerned departments and District Commissioners from all districts attended the meeting.
