Piyush Goyal Says India-US Trade Deal Nears Completion as Talks Enter Final Stage

India and the United States have made substantial progress on their proposed bilateral trade agreement, with most negotiations completed and discussions now focused on resolving the remaining details, Commerce and Industry Minister Piyush Goyal has said. Goyal shared the update while speaking at the India-Netherlands Business Forum in The Hague during his two-day official visit to the Netherlands. Leading a business delegation, the minister highlighted the progress achieved in trade negotiations between New Delhi and Washington.
“We have concluded most of the discussions and are fine-tuning the agreement,” Goyal said, indicating that the proposed pact is moving closer to completion. His remarks come amid continuing uncertainty over US tariff policies and wider international trade conditions. Despite these challenges, officials from both countries have expressed optimism about resolving the outstanding issues.
US Secretary of State Marco Rubio has also indicated that the agreement is nearing completion. He said the two sides had settled most of their differences, with only a limited number of matters still requiring attention. Rubio expressed hope that the remaining issues could be resolved soon, allowing the agreement to proceed towards formal approval and signing.
Negotiations on the India-US Bilateral Trade Agreement (BTA) have continued for more than a year, reflecting both countries' interest in strengthening their economic relationship. The proposed agreement aims to expand market access, encourage cross-border trade and address longstanding differences involving tariffs, agricultural products, industrial goods and regulatory barriers.
In February, India and the United States announced a framework for the first phase of the agreement. However, subsequent changes in US tariff policies led to further discussions as both sides sought to accommodate shifting trade conditions. Goyal also highlighted India's expanding network of international trade partnerships, noting that the country had concluded nine free trade agreements over the previous four and a half years. These agreements form part of India's broader efforts to improve export opportunities, attract investment and strengthen economic links with global markets.
The proposed India-US pact is expected to play an important role in shaping commercial relations between the two countries. By addressing trade barriers and improving access for businesses, the agreement could create new opportunities for exporters, manufacturers and investors in both economies. Although most major discussions appear to have been completed, the agreement's finalisation will depend on resolving the outstanding issues and completing the necessary formal procedures. Recent statements from both governments suggest that negotiations have entered a crucial stage, raising expectations of further progress in the coming weeks.
