India is using its BRICS chairship in 2026 to strengthen parliamentary cooperation among emerging economies, with lawmakers gathering in New Delhi for the 12th BRICS Parliamentary Forum on October 26–27. The meeting focuses on strengthening democratic institutions, promoting people-centred development and improving cooperation on major global challenges. Hosted by the Parliament of India at Samvidhan Sadan, the forum brings parliamentary diplomacy into the wider BRICS agenda at a time when countries are dealing with geopolitical tensions, economic uncertainty, rapid technological change and growing climate concerns.

The discussions are centred on four broad areas: institutional resilience, ethical use of artificial intelligence, stronger international cooperation and sustainable economic growth. These issues reflect the growing importance of parliaments in translating international commitments into domestic policies and ensuring that development initiatives deliver tangible benefits to citizens.

BRICS has expanded beyond its original members to include a wider group of emerging economies seeking greater representation in global decision-making. However, differences in political systems, economic priorities and national interests make continued dialogue important for building common ground. The parliamentary forum provides an opportunity for lawmakers to exchange views on governance, legislative oversight and public accountability. It also allows representatives to discuss how their countries can cooperate on shared priorities while responding to their individual development needs.

Artificial intelligence and digital transformation are expected to remain important subjects of discussion. Although new technologies can improve public services, healthcare and administrative efficiency, they also raise concerns about data protection, cybersecurity, misinformation and unequal access to digital resources. Lawmakers face the challenge of encouraging innovation while ensuring that technological progress remains accountable and inclusive.

The forum also places emphasis on reforming global governance and strengthening the voice of developing countries. BRICS members have repeatedly called for international institutions to better reflect contemporary economic realities and give emerging economies a greater role in shaping global policies.

Sustainable development is another key priority, particularly as countries seek to expand employment and infrastructure while addressing environmental challenges. Cooperation in renewable energy, climate resilience and sustainable agriculture could help members exchange practical solutions and support long-term economic growth.

India's leadership of the forum offers an opportunity to connect these international priorities with parliamentary debate and legislative action. Regular exchanges between lawmakers could help strengthen cooperation beyond high-level diplomatic meetings and improve scrutiny of policies affecting citizens. The outcome of the gathering will depend on how effectively its discussions translate into practical initiatives. While BRICS members may not agree on every international issue, continued parliamentary engagement can help identify areas of common interest and maintain dialogue. As BRICS continues to expand its role in global affairs, the New Delhi forum highlights the importance of parliamentary cooperation in advancing development, strengthening institutions and ensuring that international partnerships remain focused on public needs.
