Kirill Dmitriev, Russian President Vladimir Putin’s investment envoy, expressed optimism on Thursday (April 3) about improving relations between Moscow and Washington, though he noted that further dialogue was necessary to resolve ongoing disputes. Speaking after meetings with officials from former President Donald Trump’s administration, Dmitriev told both Russian and American media that he saw potential steps toward ending the war in Ukraine, which has lasted over three years.
He said discussions in Washington spanned various topics including rare metals production, cooperation in the Arctic, and even a joint crewed mission to Mars. Additionally, efforts were underway to reestablish direct flights between the two nations. Dmitriev’s visit came after US-Russia negotiations in Saudi Arabia, where both sides agreed on ceasefires targeting energy infrastructure and measures to ensure safe navigation in the Black Sea.
“There is certainly a positive shift in our relationship,” Dmitriev said in Washington, as quoted by Russian news outlets. “Several more meetings are needed to settle all the differences, but the atmosphere is constructive.” He praised the Trump administrations diplomatic approach, contrasting it with President Joe Biden’s. “Trump’s officials show respect, ask questions, and seek compromise, which is promising for a peaceful resolution in Ukraine,” Dmitriev added.
He also highlighted the efforts of US envoy Steve Witkoff, who played a key role in arranging Dmitriev’s visit, and pointed to the growing interest of American companies in entering the Russian market as European firms withdraw due to ideological concerns. The talks also explored collaboration in sectors like Arctic development and rare metals. Dmitriev mentioned that Russia had expressed interest in partnering with Elon Musk on a Mars mission, citing Russia’s nuclear technology expertise as a potential contribution.
Additionally, he confirmed that steps were being taken to resume direct air travel between the two countries. Earlier, on Telegram, Dmitriev warned that certain unnamed actors were working to maintain US-Russia tensions by misrepresenting Russia’s intentions and blocking attempts at dialogue. “These forces are afraid that if cooperation resumes, the US and Russia might better understand each other and collaborate on global and economic issues,” he wrote. While acknowledging that rebuilding ties is a slow and challenging process, he stressed that every open conversation helps move relations forward.
