Parliament Monsoon Session: Government to Introduce Anti-Paper Leak Amendment Bill, SC Judges Bill and National Honour Bill

The Union Government is set to bring the ‘Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026’ in the Lok Sabha on Monday, with the aim of making laws against paper leaks and unfair practices in national-level examinations more effective. As per the Lok Sabha List of Business for July 27, Union Minister Dr. Jitendra Singh will seek permission from the House to introduce the Bill, which proposes amendments to the Public Examinations (Prevention of Unfair Means) Act, 2024. After introducing the legislation, the minister is expected to move a motion for its consideration and passage.

The proposed amendment comes at a time when concerns over the integrity and security of competitive examinations have increased. The government is likely to introduce stricter provisions to prevent exam-related fraud, leaks and other malpractices while improving transparency in the examination process. Union Law Minister Arjun Ram Meghwal will move the ‘Supreme Court (Number of Judges) Amendment Bill, 2026’ in the Lok Sabha for consideration and approval.

The Bill may witness resistance from the opposition, as MPs Sougata Ray, NK Premachandran and Advocate Dean Kuriakose are scheduled to introduce a statutory resolution opposing the ordinance issued by the President on the same issue in May 2026. The Lok Sabha proceedings will also include the presentation of reports by the Standing Committee on Chemicals and Fertilisers. Among the key reports are those examining the impact of rising medicine prices on citizens and reviewing the disinvestment process of fertiliser public sector undertakings.

Several ministers, including Gajendra Singh Shekhawat (Culture), Jayant Chaudhary (Education), and Pankaj Chaudhary (Finance), will place official documents related to their ministries before the House. Minister of State Suresh Gopi will deliver eight separate statements on the progress made in implementing recommendations of the Standing Committee on Petroleum and Natural Gas. These statements will cover recommendations from various budget periods between 2019 and 2027.

In the Rajya Sabha, Union Home Minister Amit Shah is scheduled to introduce the ‘Prevention of Insults to National Honour (Amendment) Bill, 2026’. The minister will seek the House’s approval to consider and pass the legislation. The Bill proposes further changes to the Prevention of Insults to National Honour Act, 1971, with the objective of reinforcing legal safeguards related to the respect and dignity of national symbols and honours. Apart from legislative business, ministers will also table documents related to their respective departments. Satish Chandra Dubey will present papers concerning the Ministries of Coal and Mines, while Sanjay Seth will lay documents linked to the Ministry of Defence. Tokhan Sahu will table papers related to the Ministry of Housing and Urban Affairs. With several important bills, reports and official statements scheduled, Monday’s proceedings are expected to see significant legislative activity in both Houses of Parliament during the ongoing Monsoon Session.
