Centre Clears Rs 65 Crore DRISHTI Scheme to Speed Up Property Rights for Delhi's Unauthorised Colonies

The Centre has sanctioned ₹65 crore for a new project aimed at speeding up the process of granting property rights to residents of Delhi’s unauthorised colonies under the PM-UDAY scheme. Named DRISHTI (Delhi Revenue and Imaging Survey, Spatial Technology Initiative), the project will use GIS-based technology to survey, map and document properties. The system is expected to bring greater transparency to the process while ensuring that surveys and documentation are completed in a more systematic and time-bound manner.
Delhi Chief Minister Rekha Gupta said the technology-driven system would help reduce delays and improve transparency in property surveys and documentation. As part of the initiative, PM-UDAY Cells will be established across all 13 districts of Delhi, along with a dedicated unit at the Revenue Department headquarters. The project will be implemented by the Delhi governments Revenue Department.
Of the ₹65 crore allocated for DRISHTI, the Centre will contribute ₹52 crore, accounting for 80 per cent of the total cost, through the Ministry of Housing and Urban Affairs Urban Development Fund. The remaining ₹13 crore will be funded by the Delhi governments Revenue Department. The PM-UDAY scheme is being implemented jointly by the Delhi Development Authority (DDA), the Revenue Department and the Municipal Corporation of Delhi (MCD).
The Centres ₹52-crore contribution will normally be released in four instalments. However, the full amount may be released at once if the required procurement is conducted through the Government e-Marketplace (GeM). Gupta said the initiative is intended to provide legal security and formal property rights to lakhs of families living in Delhis unauthorised colonies. She added that the government wants eligible residents to receive their property rights through a faster and more transparent process, without unnecessary delays.
