BRICS Summit: PM Modi Calls for Global South to Become a 'Rule-Shaper,' Proposes 10-Point Reform Plan

Prime Minister Narendra Modi has called for a stronger role for the Global South in global decision-making, saying developing nations should have a greater voice in shaping international policies. Addressing the BRICS summit in New Delhi, Modi proposed 10 reforms that could form a “BRICS Reform Roadmap”, centred on representation, responsiveness and rule-making. He also called for reform of the UN Security Council and greater representation for emerging economies in international financial institutions. Modi urged BRICS to help the Global South move from being “rule-takers” to “rule-shapers”, particularly in areas such as artificial intelligence, cyberspace, biotechnology and space. He also proposed a mechanism to ensure continuity of BRICS decisions as its presidency changes each year, along with a support network to assist seafarers during emergencies. The proposals underline India's push to make BRICS a stronger platform for global governance reform and give emerging economies a greater role in shaping the international order.
