A team of US National Security Council officials is expected to visit India ahead of Secretary of State Marco Rubio’s planned trip next week, as New Delhi and Washington seek to revive cooperation in critical and emerging technologies, according to media reports. The proposed visit is expected to focus on strengthening the bilateral technology partnership under the TRUST initiative, which aims to expand cooperation in areas such as artificial intelligence (AI), semiconductors, biotechnology, space and other advanced technologies. The discussions come as both countries seek to maintain momentum in their strategic relationship amid broader differences over trade and geopolitical priorities.

Rubio is expected to visit India from October 17 to 22, following engagements in Uzbekistan, according to reports. His planned visit could provide an opportunity for the two countries to review their wider bilateral relationship and explore avenues for closer cooperation in technology, energy and commerce.

The anticipated National Security Council delegation could help prepare the ground for these discussions by reviewing existing commitments and identifying areas where cooperation can be translated into practical outcomes. However, the delegation’s schedule and specific meeting agenda have not been independently confirmed.

The TRUST initiative, launched during Prime Minister Narendra Modi’s visit to the United States in February 2025, seeks to strengthen collaboration between the two countries in strategic technology sectors. It is intended to encourage partnerships between government agencies, research institutions and private companies while improving the resilience of critical technology supply chains.

Artificial intelligence and semiconductors are expected to remain important areas of interest for both countries. India’s expanding digital economy and skilled technology workforce offer opportunities for cooperation with American companies involved in advanced computing, chip design and research. Stronger collaboration could support investment, encourage innovation and help develop more resilient supply chains.

For Washington, deeper technology ties with India could contribute to efforts to diversify supply chains and strengthen strategic partnerships across the Indo-Pacific. For New Delhi, access to advanced technologies, research capabilities and investment could support domestic manufacturing and the development of high-value industries.

The potential discussions are taking place against the backdrop of challenges in India-US relations, including trade negotiations, tariffs and differences over certain international issues. Despite these difficulties, both countries have continued to identify technology as an important area for long-term cooperation.

The expected engagement by National Security Council officials, followed by Rubio’s planned visit, could help clarify priorities for the next phase of the partnership. Progress will depend on the ability of both governments to address regulatory concerns, facilitate investment and turn policy commitments into concrete projects. While the anticipated visit signals a possible renewed push to strengthen technology ties, the final schedule and any resulting agreements remain subject to official confirmation.
