The Quad backs its first open-RAN deployment in the Pacific, strengthening the rollout of trusted US digital technologies in Palau.

The Palau National Communications Corporation has confirmed that it has selected trusted vendors to roll out Open Radio Access Network technologies across the country, marking a major milestone for digital infrastructure in the Pacific. Three US-based companies will help develop the system, making it the region’s first Open RAN deployment.
The nationwide rollout is expected to enhance secure 4G and 5G services throughout Palau, strengthening network reliability while broadening access to advanced telecom capabilities. Open RAN enables operators to use multiple suppliers instead of relying on a single vendor, improving security and increasing flexibility within the supply chain. Officials note that this approach will help protect critical communications systems while opening new business opportunities for American technology companies.
The initiative is supported by the Quad, a strategic partnership involving the United States, Australia, India, and Japan. Collectively, the four countries have committed around USD 20 million to support the development of secure and resilient telecommunications infrastructure in Palau. This funding reflects a wider effort to advance high-quality digital development across the Pacific. By promoting Open RAN adoption, the Quad seeks to encourage greater interoperability, transparency, and competition in markets that have traditionally depended on a small number of equipment providers.
Open RAN architecture allows telecom operators to combine hardware and software from different vendors, helping lower costs and drive innovation. For smaller island nations, such adaptability is especially important, enabling efficient network expansion while maintaining strong cybersecurity safeguards. The deployment in Palau is also viewed as a strategic move to expand trusted US digital technologies internationally. By strengthening secure network infrastructure, the project deepens economic cooperation between Quad members and Pacific nations and reinforces digital sovereignty in the region.
As implementation progresses, the initiative is expected to deliver lasting benefits, including enhanced connectivity for businesses, government operations, healthcare, and education services. With the launch of the Pacific’s first Open RAN network, Palau is emerging as a leader in next-generation telecommunications within the region, setting an example for secure and resilient digital growth among island nations.
