Jammu & Kashmir Lieutenant Governor Manoj Sinha on Thursday chaired a UT-level security conference, modeled on the DGPs/IGPs conference held in Jammu on Friday. In his address, Sinha emphasized that, under the leadership of Prime Minister Narendra Modi and Union Home Minister Amit Shah, the conference aims to foster deliberation and collaboration for a comprehensive, government-wide approach to counter all forms of terrorism.

He recalled the DGPs/IGPs conference in Raipur earlier this year, where detailed discussions on ‘Viksit Bharat: Security Dimensions’ highlighted the Government of India’s focus on transforming policing institutions to meet the demands of a rapidly changing security environment. The Lieutenant Governor stressed the importance of coordinated action against terrorists, their supporters, and ideologues to dismantle the ecosystem sustaining them. “The security gains achieved since 2019 must be safeguarded, and every terrorist and supporter in the valley, forests, hills, or villages must be neutralised,” he said.

Sinha also highlighted the combined efforts of the J&K Police, Army, Intelligence agencies, and Central Armed Police Forces over the past six years, which have strengthened the security grid and led to a notable decline in terrorist incidents, active terrorists, and recruitment. “Armed terrorists, their supporters, and elements intimidating citizens must face strict consequences,” he added.

He further outlined strategies to address emerging threats, improve intelligence capabilities, and develop a next-generation security infrastructure. “The nature of security threats has changed dramatically in recent years. We must move from reactive to proactive strategies and leverage advanced tools like AI to counter terrorism, terror financing, radicalisation, and narco-terrorism,” the Lieutenant Governor said. The one-day UT-level security conference was attended by senior officials from the J&K Police, Intelligence, Civil Administration, and CAPFs.
