J-K: Two government employees dismissed from service over alleged involvement in terror activities

Jammu and Kashmir Lieutenant Governor Manoj Sinha on Wednesday dismissed two government employees as part of his administration’s “zero-tolerance to terror” approach, according to sources. The action was taken under Article 311(2)(c) of the Constitution, which allows termination without inquiry in the interest of national security, and is part of a broader effort to eliminate terrorist elements from within the government system.

One of the dismissed individuals was a Class-IV employee in the Education Department in Ramban. Sources allege that he was secretly working for the Hizbul Mujahideen, using his government job as a cover to revive terrorism and expand a network in Ramban and nearby areas. He first came under scrutiny in 2011 during an investigation into a hawala network distributing funds to families of slain militants. His name surfaced during the interrogation of a captured militant, after which he was arrested but later released on bail in October 2011. Despite this, he allegedly continued his activities. Authorities monitored him over time, and a chargesheet was filed in 2022. Investigations suggested he remained involved in facilitating terror operations and maintaining links with local militant networks.

Officials described his presence within the education system as deeply concerning, noting that he was drawing a government salary while allegedly aiding terrorist activities, calling it a serious betrayal of public trust. The second employee, who worked in the Rural Development Department, had been appointed on compassionate grounds after his father’s death. Investigations revealed that he was associated with Lashkar-e-Taiba and provided logistical and operational support to militants in Bandipora. His alleged role included arranging safe houses, assisting in movement and transportation, sharing sensitive information about security forces, and helping build an overground worker network.

In April 2025, he and an associate were arrested during a routine check, during which an AK-56 rifle, a grenade, and ammunition were recovered. Further investigation indicated that he had progressed from being a facilitator to an active operative and was involved in planning an attack on security forces.

Authorities emphasized that his actions represented a grave betrayal, especially considering he had been given a government job on compassionate grounds. With these dismissals, the number of government employees terminated over alleged terror links under LG Sinha’s administration has crossed 90.
