In a decisive move following the deadly terror attack in Pahalgam, Jammu and Kashmir, which claimed the lives of 26 people, including a foreign national, the Cabinet Committee on Security (CCS), India’s highest authority on national security, has rolled out a robust 5-point action plan targeting Pakistan.

The attack, which has been traced to militant groups operating from Pakistan, has prompted India to adopt measures aimed at Pakistan’s infrastructure, diplomatic presence, and cross-border movement. The key actions are as follows:

1. India has suspended the 1960 Indus Waters Treaty with Pakistan, which governs the sharing of river waters between the two countries. The suspension will remain in place until Pakistan halts its support for cross-border terrorism, signaling a significant shift in diplomatic relations.

2. India has shut the Attari-Wagah border checkpost, halting all cross-border movement of people and goods. While individuals with valid documents will be allowed to return by May 1, 2025, this closure is a strong message to Pakistan aimed at curbing further cross-border activity.

3. Cancellation of the SAARC Visa Exemption Scheme (SVES) for Pakistan Nationals

India has canceled the SAARC Visa Exemption Scheme (SVES) for Pakistani nationals, including all previously issued visas. Pakistani nationals currently in India under this scheme have been given 48 hours to leave the country.

4. In a reciprocal action, India has expelled all Pakistani military, naval, and air advisors from the Pakistani High Commission in New Delhi. These personnel have been declared Persona Non Grata and must vacate India within a week. India will also withdraw its own military advisors from Islamabad.

5. India has decided to reduce its diplomatic staff at the Indian High Commission in Pakistan. By May 1, 2025, the number of diplomatic personnel in Islamabad will be reduced from 55 to 30, further curtailing diplomatic exchanges.

The CCS meeting, which included Home Minister Amit Shah, Defence Minister Rajnath Singh, External Affairs Minister S. Jaishankar, and National Security Advisor Ajit Doval, focused on reviewing the ongoing security situation and formulating India’s response to the attack. Meanwhile, the Indian Army and police have launched extensive operations to apprehend the perpetrators, with preliminary reports suggesting that the attack involved a group of seven terrorists, including Pakistani nationals, who opened fire on tourists. Home Minister Amit Shah visited Pahalgam and the hospital treating the injured. This terror attack, one of the deadliest in the region in nearly two decades, has shaken the nation and triggered a strong response from the Indian government. As the investigation continues, India has vowed to hold those responsible, and their sponsors, accountable for this horrific act of terrorism.
