How Attacks on Planes Transformed Air Travel in the US

Air travel in the United States has changed dramatically over the past several decades, with some of the biggest changes coming in response to terrorist attacks and attempted attacks on commercial aircraft. Security procedures that are now routine for American passengers were introduced after authorities identified vulnerabilities that could put entire aircraft at risk.
The transformation began well before the September 11, 2001 attacks. One of the most significant early incidents was the bombing of Pan Am Flight 103 in December 1988. The aircraft was destroyed over Lockerbie, Scotland, after a bomb was placed inside checked luggage, killing 259 people aboard the plane and 11 people on the ground. The attack drew attention to weaknesses in baggage security and encouraged authorities to strengthen procedures for screening luggage and detecting explosives.
The aviation security landscape changed fundamentally after the September 11 attacks. Nineteen al-Qaida hijackers took control of four commercial aircraft, crashing two into New York's World Trade Center, one into the Pentagon and another into a field in Pennsylvania after passengers attempted to intervene. The attacks demonstrated that hijacked aircraft could be used not simply for hostage-taking or negotiations but as weapons themselves.
The U.S. government responded with sweeping changes to aviation security. Congress created the Transportation Security Administration, placing passenger and baggage screening under federal control. Airports introduced stricter controls over access to secure areas, while airlines strengthened cockpit doors to make it more difficult for unauthorized people to enter the flight deck. Federal air marshal operations were also expanded as part of the broader security response.
The changes did not stop with the measures introduced after 9/11. In December 2001, Richard Reid attempted to detonate explosives concealed in his shoes aboard a flight from Paris to Miami. Passengers and crew members managed to restrain him before he could carry out the attack. The incident demonstrated that dangerous materials could be hidden in ways that conventional screening methods might not easily identify. Shoe screening subsequently became a familiar feature of U.S. airport security.
Another major change came after authorities in Britain disrupted an alleged plot in 2006 involving liquid explosives intended for transatlantic flights. The incident prompted restrictions on liquids carried through airport security checkpoints. The familiar U.S. rule limiting passengers to containers of 3.4 ounces, or 100 milliliters, became one of the most recognizable consequences of the attempted attack.
A further attempted attack on Christmas Day in 2009 accelerated the use of advanced imaging technology at American airports. Umar Farouk Abdulmutallab attempted to detonate explosives hidden in his clothing aboard Northwest Airlines Flight 253 as it approached Detroit. The device failed, and passengers and crew members subdued him. Because the attempted attack involved explosives that could evade traditional metal-detector screening, authorities placed greater emphasis on technologies capable of identifying concealed objects.
Over time, airport security became increasingly dependent on technology as well as physical searches. Modern checkpoints can use advanced imaging systems, computed-tomography scanners and explosives-detection technologies. Passenger identity verification and intelligence-based screening have also become important parts of the security system.
The evolution has also brought changes aimed at making security less disruptive for travelers. Programs such as TSA PreCheck allow eligible passengers who have undergone additional vetting to use expedited screening procedures. The approach reflects a broader effort to combine stronger security with a more convenient passenger experience.
In 2026, the United States has even begun allowing a limited return of an airport experience that largely disappeared after 9/11. The Transportation Security Administration introduced a program at selected airports allowing approved TSA PreCheck members without airline tickets to enter certain gate areas. The initiative gives eligible participants the opportunity to accompany or meet travelers beyond the security checkpoint under controlled conditions.
The history of American aviation security shows how individual attacks can have long-lasting effects on everyday life. Checked-baggage screening, reinforced cockpit doors, restrictions on liquids, shoe screening, advanced imaging and identity verification all emerged or expanded as authorities responded to specific threats.
For passengers, these measures are now part of the normal process of flying. Yet behind the routine of placing a bag on an airport conveyor belt or walking through a scanner is a decades-long effort to prevent another attack from exploiting the weaknesses revealed by previous incidents. As the United States approaches the 25th anniversary of the September 11 attacks, the country's airports stand as a visible example of how terrorism changed civilian travel. Security remains an evolving process, with authorities continually adjusting procedures and technology as new threats emerge and passenger expectations change.
