The Bombay High Court on Friday upheld the Maharashtra government's decision to award the Dharavi slum redevelopment project in Mumbai to Adani Properties Private Limited. A division bench, led by Chief Justice D K Upadhyaya and Justice Amit Borkar, dismissed a petition filed by UAE-based Seclink Technologies Corporation, which had challenged the awarding of the contract to Adani Properties.
The court stated that the petition lacked merit and dismissed it. Adani Group had won the 259-hectare Dharavi Redevelopment Project with a Rs 5,069-crore bid during the 2022 tender process.
Seclink Technologies had previously emerged as the highest bidder in the 2018 tender with an offer of Rs 7,200 crore. However, the state government canceled the 2018 tender and issued a new one in 2022, citing reasons such as the Covid-19 pandemic and the Russia-Ukraine war, which had affected the financial and economic situation.
The government maintained that the tender award process was transparent and no undue advantage was given to Adani. It also explained that, despite Seclink Technologies being the highest bidder in 2018, there was no contract formed between them and the government. Thus, Seclink had no legal claim to the matter. The court upheld the government's stance, rejecting Seclink’s challenge.
